Shipping a vehicle to the UAE does not end when the car reaches the port.

Once it arrives, the shipment moves into customs clearance, document verification, vehicle valuation and the procedures required to release the car from the port.

If the vehicle will be registered in the UAE, additional documentation and licensing requirements may then apply.

Whether you are importing a new car, used vehicle, commercial vehicle or multiple cars for business purposes, coordinating shipping, customs clearance and onward transport can significantly reduce avoidable delays.

Miramar Groups provides freight, customs clearance and road transport services to help coordinate the vehicle's journey from origin to release and onward delivery.

How Are Cars Shipped to the UAE?

There are several ways to ship a vehicle internationally. The appropriate method depends on the vehicle, origin, budget, required protection and shipping route.

RoRo Car Shipping

RoRo stands for Roll-on/Roll-off. The vehicle is driven or moved onto a specialized vessel at the origin port and unloaded at the destination.

RoRo is widely used for cars, trucks and other wheeled vehicles because the vessel is designed specifically for this type of cargo. It can be an efficient option where suitable RoRo services are available.

Container Car Shipping

Vehicles can also be transported inside shipping containers. Container shipping provides a more enclosed transport environment and may be suitable for high-value vehicles or shipments requiring a different level of protection.

The appropriate container arrangement depends on the car and shipping plan.

Road Transport

Road transport may be used when a car is moving from a nearby country or after customs release within the UAE.

Vehicle carriers and other appropriate transport solutions can be arranged depending on the number of vehicles and final destination.

What Documents Are Required to Clear an Imported Car?

Dubai Customs confirms that both new and used vehicles can be imported subject to the applicable import requirements.

For vehicles brought into the country through a shipping company, its published requirements include:

  • Invoice.
  • Packing list.
  • Bill of lading.
  • Passport or identification copy, depending on the case.

Requirements can vary depending on the port of entry, importer type, vehicle and customs transaction. Commercial imports under a company may involve additional company and customs documentation.

Reviewing the documents before the vehicle is loaded at origin can help prevent problems after arrival.

Why Vehicle Details Must Match Across Documents

A vehicle has several identifiers that should remain consistent across shipping and customs documentation. Important details include:

  • Manufacturer.
  • Model.
  • Model year.
  • VIN or chassis number.
  • Country of origin.
  • Declared value.
  • Vehicle description.
  • Shipper and consignee details.

A significant discrepancy between the commercial invoice, bill of lading or vehicle documents can result in clarification or document correction.

The VIN is particularly important because it serves as the vehicle's primary identifier throughout shipping, customs clearance and registration procedures.

How Does Car Customs Clearance Work?

Once the vehicle arrives at the UAE entry point, customs clearance begins. Depending on the shipment, the process can include:

  • Receiving arrival documents.
  • Reviewing the commercial and shipping documentation.
  • Preparing the customs declaration.
  • Customs valuation of the vehicle.
  • Completing applicable customs payments and procedures.
  • Inspection where required.
  • Customs release.
  • Obtaining documentation required for onward transport or registration.

Dubai Customs provides customs declaration services for import, export, transit, transfer and temporary admission transactions.

How Much Is Customs Duty on an Imported Car?

Dubai Customs states that imported new and used vehicles are assessed and subject to a 5% customs duty on the customs-assessed value of the vehicle.

The total import cost should not be estimated solely from the vehicle's purchase price. Dubai Customs' vehicle valuation policy explains that costs associated with bringing imported vehicles to the GCC border can form part of the customs valuation under applicable CIF-based valuation rules.

For this reason, the final customs cost should be assessed based on the actual shipment, invoice and customs valuation rather than a simple percentage of the advertised purchase price.

What Is a Vehicle Clearance Certificate?

After customs procedures are completed, imported vehicles may require a Vehicle Clearance Certificate.

Dubai Customs states that this certificate is issued for vehicles imported through Dubai entry points following completion of the necessary clearance procedures. It is a mandatory requirement for vehicles that need to be registered within the UAE.

This is one of the key differences between vehicle clearance and general cargo clearance. Releasing the car from customs and making the vehicle ready for legal registration are related but separate stages.

Does Customs Clearance Mean the Car Is Registered?

No. Customs clearance and vehicle registration are separate processes.

Customs clearance deals with legally importing and releasing the vehicle. Registration is completed through the relevant licensing authority.

For example, Dubai's Roads and Transport Authority lists an electronic customs certificate among the requirements for registering imported vehicles, along with other requirements that can include insurance, inspection and evidence of GCC specification compliance depending on the vehicle.

A customs-cleared car should therefore not automatically be assumed to be ready for road registration.

What About Used Cars?

Used cars can be imported into the UAE. Dubai Customs explicitly states that new and second-hand vehicles may be imported according to applicable requirements.

However, if the vehicle is to be registered for road use, the licensing authority may impose additional inspection and documentation requirements. Dubai RTA, for example, lists inspection and insurance requirements for used vehicles depending on their registration situation.

Importability and registrability should therefore be treated as two separate questions.

US, European and Japanese Specification Vehicles

Cars are regularly sourced from different international markets. However, a vehicle being shippable to the UAE does not automatically mean it meets every requirement for local road registration.

Dubai RTA states that proof of compliance with Gulf specifications may be required when this compliance is not already shown on the customs documentation.

If registration in the UAE is the goal, the vehicle's technical and conformity status should therefore be checked before purchase and shipment.

What Happens After Customs Release?

After customs release, the next step depends on the vehicle's intended use. The car may need to be transported to:

  • A vehicle inspection centre.
  • A showroom or warehouse.
  • A registration facility.
  • Another emirate.
  • An export facility.
  • Or another GCC destination.

Appropriate vehicle transportation can then be arranged depending on the condition, number of vehicles and destination.

Shipping One Car vs Multiple Vehicles

The logistics of importing one personal vehicle are different from importing cars for commercial operations.

For one vehicle, the focus is usually on:

  • Shipping method.
  • Documents.
  • Customs cost.
  • Clearance.
  • Registration requirements.

For multiple vehicles, additional factors can include:

  • Shipment scheduling.
  • VIN management.
  • Multiple customs files.
  • Storage.
  • Port collection.
  • Vehicle-carrier planning.
  • Distribution to showrooms or final destinations.

Central coordination becomes increasingly important as shipment volume grows.

What If the Car Is Continuing to Saudi Arabia, Oman or Another GCC Country?

A vehicle can arrive in the UAE while its final destination is elsewhere in the GCC. The customs transaction should be identified before movement begins. The car may be:

  • Imported into the UAE.
  • Moving under transit.
  • Intended for re-export.
  • Or moving onward to another GCC market.

Destination-country documentation and border procedures should be reviewed before the vehicle leaves the port.

This scenario will be covered in detail in our next article about vehicle shipping and customs clearance through Dubai and Jebel Ali to GCC destinations.

Common Car Shipping Mistakes to Avoid

Common preventable issues include:

  • Incorrect VIN details.
  • Vehicle values or descriptions that differ across documents.
  • Shipping the car before checking local registration eligibility.
  • Missing invoice or ownership documentation.
  • Failing to determine whether the vehicle is an import, transit or re-export shipment.
  • Delayed carrier documentation.
  • No onward transport arranged after release.
  • Calculating the shipment cost based only on ocean freight and ignoring customs, port and inland logistics costs.

What Information Should You Provide for a Quote?

To assess a car-shipping and customs-clearance request more accurately, provide:

  • Vehicle make and model.
  • Model year.
  • VIN.
  • New or used status.
  • Country and port of origin.
  • Invoice value.
  • Preferred UAE arrival port.
  • Whether the car is operational.
  • Whether it will be registered in the UAE or re-exported.
  • Final city or country of delivery.

The more complete the information, the easier it is to determine the appropriate shipping and clearance plan.
